Programs To Hire Foreign Workers Abroad
Temporary Foreign Worker Program
Under the TFWP, employers must obtain a Labour Market Impact Assessment (LMIA) to hire foreign workers to fill temporary labour and skill shortages. The LMIA verifies that there is a need for a temporary worker and that no Canadians or permanent residents are available to do the job.
Provincial Nominee Programs (PNPs)
Most provinces and territories offer employer-sponsored permanent residency programs for skilled foreign workers inside and outside Canada. These provincial nominee programs are not work permit-only applications, and for this reason, it may take longer for a worker to get a work permit. Besides that, not all occupations are eligible. International Mobility Program
The IMP allows workers to apply for a work permit without an LMIA. The exceptions include professionals and business investors defined on international agreements, due to Canadian interests such as significant benefit or reciprocal employment, and public policies, workers without other means of support, such as refugees, permanent residence applicants in Canada, vulnerable workers, and humanitarian reasons.
Francophone Mobility work permit
This is a specific Mobility Program work permit that may apply if you speak French at a minimum intermediate level, meet the IMP requirements and plan to live and work outside Quebec.
International Experience Canada
The IEC is the pathway for young professionals seeking work experience in Canada. The program is available to citizens from countries or territories that have an agreement with Canada allowing them to apply for an IEC work permit. The IEC pools open and close periodically throughout the year. A limited number of applicants are invited for each round of invitation.
There are 3 categories of work permits under the IEC Program:
- Working Holiday: for candidates without a job offer in Canada.
- Young Professionals: for candidates with a job offer in Canada in an occupation NOC TEER level 0, 1, 2, or 3.
- International Co-op (Internship): for candidates registered at a post-secondary institution who have a job offer for a work placement or internship in Canada
The eligibility requirements vary according to the country of citizenship. Usually, the candidates have to be between the ages of 18 and 35, have a minimum of CAD 2,500 to cover the expenses in Canada, and be admissible to Canada.
Rural Community Immigration Pilot (RCIP)
RCIP is a pathway for employers in designated rural communities to hire skilled foreign workers for permanent residency. To be eligible, your business must meet qualification requirements, employers must complete free onboarding and intercultural competency training, and agree to support the settlement of newcomers and their families. Once designated, employers, you will receive a Confirmation of Designation from your community, after which you can begin recruiting candidates and submitting recommendations. There is no cost to apply for the designation.

How The Foreign Worker Sponsorship Process Works
The most common process for foreign worker recruitment to Canada is through the Labour Market Impact Assessment( LMIA). A positive LMIA shows:
- No Canadian citizen or permanent resident is available to perform the job.
- A genuine need exists for a foreign worker to fill the position.
CanDo Immigration will assist in posting a 4-week advertisement on targeted immigration job boards.
From that posting, we will work with you to select worker(s) who are good candidates for Canada foreign worker sponsorship.
LMIA application is approved.
Next, we will submit the necessary paperwork for your new employee’s work permit(s).
The work permit is approved. Your foreign worker is ready to come to Canada.
It should be noted that there are some jobs and situations that do not require an LMIA. We can help with this process as well.

How do I prove business legitimacy on my LMIA application?
To hire a foreign worker, you must be a legally operating Canadian business with a valid Canada Revenue Agency business number. You can prove that your business and job offer are legitimate through a business legitimacy assessment, which considers 4 factors:
- Your business provides a good or service in Canada.
- You offer employment that aligns with the reasonable needs of your business.
- You can fulfill all of the terms of the job offer, including the wages and other financial obligations.
- Your business has no compliance issues federally or provincially.
If you meet all 4 factors, your LMIA assessment will be considered. If you don’t meet 1 or more factors, your decision will come back as negative.

- Provide TFWs with the most recent information about their rights.
- Provide a copy of the signed employment agreement, which must include information on wages, working conditions, and occupation, as listed in the offer of employment or LMIA.
- Meet the commitments of the employment agreement, per the offer of employment or LMIA.
- Ensure workers have their work permits and follow the conditions of the permit.
- Comply with provincial, territorial, and federal laws.
- Make sure your business stays active during the work permit period.
- Make sure workers aren’t charged any recruitment fees.
- Provide a workplace free of abuse.
- Provide access to health care services when workers are injured or ill in the workplace.
