Canada offers many people refugee protection from torture, a risk to their life, or a risk of cruel and unusual treatment or punishment. In keeping with its humanitarian tradition and international obligations, Canada provides this shelter to thousands of people every year.

Canada relies on the United Nations High Commissioner for Refugees (UNHCR), other referral organizations and private sponsorship groups to identify and refer Convention Refugees Abroad to be resettled in Canada .

 

The UNHCR identifies refugees to be resettled in Canada when there is no other solution or no effective protection available to them.

 

Refugee Determination

 

To be granted asylum in Canada as a Convention refugee, a person must

 

  • Be outside his or her home country and have a well-founded fear of persecution. (In agreement with the Geneva Convention, the fear must not only be well-founded, the persecution must also be based on reasons of race, gender, nationality, and membership of a particular social group or political opinion.)
  • There are a wide range of circumstances that can make a person a refugee.

Although anyone who gets to Canada on their own can claim refugee status at any border point, the application process for refugee status can be very lengthy and complex.
